Can you use each individual pole without the the cross support pole?

Yes you can and the post are nice and stable.

Can these legs be used for outdoors? I want to make a bar table for my patio.

I believe they can, but may rust. The pipes weren’t completely black. More of a powder coat, kind of raw actually with no coating so I am not 100% sure. We used them for a table and bench inside the house.
