Why is there a microphone integrated

I wasn't aware it had a microphone, but if so I expect it is to allow you to use it to take phone calls.

Can i plug it in my tv and connect to bluetooth headphones

So long as your TV has the small headphone socket then yes it should work.

This is a jack input that will connect to my xbox controller but Will my samsung earbuds connect to the bluetooth adapter?

Not sure what you're trying to achieve but if you are looking to use it to couple xbox audio to your earbuds if won't work. The device is a receiver only, not a transmitter.

Does it have internal batteries that are charged via the usb port or does it need a constant supply?

Yes it has a rechargeable battery that is claimed to run for up to 4 hours. Or you can leave it connected to a USB power source.
