are tools needed? which ones?

You might be able to build this (or any Metal Earth kit) with no tools. It's infinitely easier to do the very small tabs though with a fine needle nose pliers or maybe even tweezers. Some of the rounded parts are also best done with some kind of tool to keep the shape even. I think I used a fat marker to round the fuselage and keep it looking nice.

Is this made and manufactured in the USA?? Does it use U.S.A. steel? (Remember, "U.S. Steel, is a Chinese company".

Package says made in China I’m not sure about the steel.
